It's impossible to create custom taxonomies under custom container in Content tree due to that
\Ibexa\Taxonomy\Event\Subscriber\ContentCreateContentTypeChoiceLoaderSubscriber::removeTaxonomyContentTypes
doesn't take into consideration current location.

It's possible to create container for custom taxonomies under Tags but this container will be also available as tag
