Preconditions:

Ibexa Engage configured.

Steps:

1. Log in to the back office
2. Go to content/content structure
3. Click Create
4. Select Landing Page and layout
5. Drag and drop some blocks, put Campaign block on second place for example
6. Grab the first block and try to move it under the Campaign block

Actual result:

See attachment, please. User can scroll through text block, but it stops for Campaign block. It works only when user put the cursor between frames (screen attached).

Expected result:

User can easily put the block under the Campaign block.
