Steps to reproduce.

Install clean version of DXP

As admin, create a new user as an Editor.

Edit Editor role and remove Content/all function  policy.  

logout and login as Editor

Go to Dashboard and click on Create Product or create Company or create Catalog button (quick action), you will face an Access denied message.

Go back to Dashboard and click on create Content or Create form, you will not face any message

Expectations:

The quick actions in this case should behave the same
