Some build-in commands throw errors about "The token storage contains no authentication token"

steps to reproduce

1. Install Ibexa DXP 3.3
2. run command:

php bin/console debug:event-dispatcher 

or 

php bin/console make:subscriber 

and enter class name for event subscriber
