Language is displayed as question marks (e.g. '???????') in admin

    Description

      After simple eZ installation language name text appears as question marks instead of actual sysmbols. Everything is utf8, default admin panel language is Russian.

      This can be easily fixed by changing /share/locale/rus-RU.ini PRIOR to installation to ansi letters, e.g. from LanguageName=Русский to LanguageName=Russian

      Steps to reproduce

      Just install eZ with Russian as a primary language is admin.
