Steps to reproduce:
1. Create a role "Editor" with the following policies and add user to it:

2. Edit "Article" Content Type and add field group Content to name field and group Metadata to short_name field.
3. Create "Article" as a newly created user and send it to review to the Administrator user, don't publish it yet.
4. Review the "Article" and publish it.
5. Login as "Editor" and try to publish this article again with some changes using "Publish later".

Result:
The editor is not able to publish the article due to lack of permissions:
Cannot schedule content: The User does not have the 'edit' 'content' permission with: contentId '67'

Expected result:
The editor should be able to "Publish later" this article.
