Steps to reproduce:
1. Create a role "Editor" with the following policies and add user to it:

2. Edit "Article" Content Type and add field group metadata to Title field and group content to Short title field.
3. Create "Article" as a newly created user and send it to review to the Administrator user, don't publish it yet.
4. Review the "Article" as Administrator and send it back to review to the Editor user.

Result:
You cannot choose an editor user as he's lacking necessary permissions:
You cannot select a User who does not have permission to view/edit this Content item.

Expected result:
You should be able to select "Editor" user in workflow.

Note to QA:
It would be good to check also other limitations coexisting with the `Field group` limitation. So for example:
– Field Group: content
– Language: ger-DE

and see whether just passing the Field Group limitation we won't actually skip Language one.
