Steps to reproduce.

Install clean version of DXP

As admin, create a new user as an Editor.

Edit Editor role and remove Content/all function  policy.  

logout and login as Editor

Go to Dashboard and click on Content Create button(quick action)

Navigate into the folders and you will notice the create button is enabled for a second and disabled back.

If you are fast enough, you can even click on the create button.

Expectations:

The create button should remain disabled since the user doesnt have create permission.
